Health & Safety / Risk Assessment information

Accident & Near-miss Reporting

It is the Captains responsibility to ensure that ALL accidents and near-misses (either on or off-campus and in training or competition) are reported in full, so that a full record can be maintained by the Students’ Union and College. Accident forms can be obtained from the Activities Manager, these are given to the captains of each club at the start of each season, and can be downloaded from the download section at the very bottom of this page.

In serious accidents, it is vital that an accurate and comprehensive record is kept of the incident.

IN EMERGENCIES:

In the event of serious injury or death, please contact the Activities Manager IMMEDIATELY with all relevant details of persons involved.

Emergency Services: 999
Students’ Union Number: 0208 692 1406
External College Number:  0207 919 7100 (24hr.)

WHAT TO TELL THE EMERGENCY SERVICES

* State your name clearly and that you are acting in your capacity as a first aider or helper
* Confirm your telephone number if asked
* State exact location of incident, give road name, number or landmark details
* Type of incident (e.g. sports injury/ road traffic accident)
* Gravity of incident (e.g. broken leg / head injury / collapsed rugby scrum)
* Number, gender and approximate age of casualties
* Details of condition from diagnosis (e.g. suspected neck injury/ loss of movement in limbs/ casualty distressed)
* Details of any hazards (e.g. fog/ ice)

WHAT TO ASK THE CONTROLLER

* How long will it to take for the ambulance to arrive? - Do you need to meet them somewhere?
* Agree how emergency services can get on touch if need be - e.g. specific mobile phone number

1st aid Training and 1st-aid Provision

Captains must ensure the provision of first aid equipment and at least one qualified first-aider and access to a telephone for emergency services for each occasion the club meets/ trains/ plays.

In order to aid this, Goldsmiths Students’ Union facilitates a Sports 1st-Aid Course at the beginning of the academic year. Extra courses can also be taken throughout the year, for instance through ULU.

Each club will be issued with a complete 1st-Aid kit at the beginning of the academic year. It is the captains responsibility to ensure that the kit is available at each occasion of club activity. If any contents of the kit is used, ensure you contact the Activities Manager after the session in order to get the kit re-stocked.

Risk Assessments

Risk assessments are a step-by-step clear and careful examination of anything that could cause harm to yourself or others in a particular situation or environment.

This process is known as ‘Risk/Safety Management’ and by doing so we:
* Reduce risk
* Protect people
* Ensure safe participation

There are 5 steps to risk assessment:
* Identification of all hazards in the area under review – e.g. slips, trips
* Identification of those persons at risk – e.g. players, spectators, visitors
* Evaluation of all the risks associated with the hazards – e.g. high, moderate, low
* Implementation of controls, if necessary – e.g. training, instruction, protective equipment, supervision
* Recording of significant aspects of the assessment and regular review

Each club captain is required to review their club risk assessment on an annual basis.

It is the responsibility of each captain to ensure that they have confirmed the whereabouts of the nearest telephone for accident/emergency situations.

Failure to correctly follow accident and near-miss reporting procedures may be considered a disciplinary offence.

For activities outside the normal scope of the club, or if your club is by it’s nature ‘high-risk’, careful consideration must be given to any additional potential hazards and H&S issues, e.g. trips, tours, tournament competitions, and social events etc.

Please contact the Activities Manager if you have any queries about risk assessment.

A risk assessment template is available for download from the very bottom of this page, within the downloads section.

Insurance

Goldsmiths Students’ Union holds a number of insurance policies that cover your activities as a club. In addition, your Club and/or personal affiliation to your National Governing Body may carry additional insurance benefits. If you are in any doubt as to the extent or validity of your insurance cover for your chosen activity - please check with the Activities Manager.

It is extremely important to note that insurance cover will only exist for those students who have completed a membership form and paid their fees - you should not, under any circumstances, allow anyone who is not a member of a club to partake in activity as this contravenes our legal duty-of-care responsibilities.

Sports Funding Guide - Budget Allocation Procedures 2011/12

1. Competitive teams

1. The minimum full student membership level is based on the needs of each club / team. This will either be the same as the Students’ Union minimum stipulated level of 10 memberships or the size of a playing team with substitutes. This minimum number does not include social members or training only student members. The below figures are based on one full team:

* Men’s Basketball – minimum of 10
* Women’s Basketball – minimum of 10
* Cricket – minimum of 11
* Men’s Football – minimum of 14
* Women’s Football – minimum of 14
* Men’s Hockey – minimum of 14
* Women’s hockey – minimum of 14
* Netball – minimum of 10
* Rugby Union – minimum of 22
* Volleyball – minimum of 10
* Cheerleading – minimum of 15
* Ju Jitsu – no minimum number of competitive members.

2. Competitive club members pay a minimum of £20 per annum per club.

3. Team committees may choose to charge more than the minimum required; however this must be approved in advance. Any membership money raised above the minimum required amount for full student memberships will be allocated directly to the club / team.

4. Each team will be allocated an SU grant based on their minimum membership level.  The SU grant money will be allocated as follows:

a. The teams which play their fixtures at Loring Hall Sports Ground will be given £50 per full student member (up to their minimum level) – Cricket, Men’s Football, Women’s Football and Rugby.
b. All other competitive teams will be given £100 per full student member (up to their minimum level) – Men’s and Women’s Basketball, Cheerleading, Men’s and Women’s Hockey, Netball and Volleyball.

5. If a team does not reach the minimum required level of membership no funding will be released by the SU and the teams will have all external training and fixture bookings / competitions cancelled.

6. Money required above the grant amount should be raised through fundraising, gaining sponsorship or recruiting additional full, training only or social members.

7. Each team will be asked to base their membership fee on:

* League affiliation fees (Basketball, Football, Hockey, Netball, Rugby & Volleyball)
* Competition affiliation fees (Cheerleading & Ju Jitsu)
* NGB affiliation costs (Basketball, Football, Hockey & Ju Jitsu)
* Training facility hire costs
* Fixture facility hire costs
* Coach / instructor costs
* Officials’ costs. Teams which have officials paid for by invoice through the Students’ Union (Rugby and Cricket) will be required to meet these costs.
* Expected membership level
*The cost of on-line membership. (There will be a small percentage of membership fee lost for fees charged)

8. Goldsmiths students may join competitive clubs as a training only member for £5 per annum per club. There is no minimum or maximum membership number for this type of membership. All training only membership money will be allocated to the club (once the minimum full student membership level has been achieved).

9. Non Goldsmith students can join clubs for £10 per annum per club; classified as social members (alumni / staff / external students / friends / family of members / local businesses etc). Only current Goldsmiths students may take part in competitive fixtures and competitions. This membership will allow non Goldsmith students to train with the teams. There is no minimum or maximum membership number for this type of membership. All membership money will be allocated to the club (once the minimum full student membership level has been achieved).

a. Non Goldsmiths students will not be covered by the Students’ Unions insurance policy when training on non-Goldsmiths property. The Public Liability Insurance may be used for sessions on campus and at Loring Hall Sports Ground only.

10. Each club would be given up to £20 for photocopying. This is non transferrable. Any extra costs need to be paid for by the team. Each team will be allocated a printing number, however all printing will go through the Activities Manager.

11. If teams wish to become a recreational team and drop out of leagues and competitions this will take effect from the following academic year. No refunds will be given on individual memberships, although current Goldsmiths students may switch their membership to another team free of charge.

12. The subsidised costs for transport will be changed. We will reimburse ½ the cost of a young person’s railcard for train journeys. This must be claimed back within 2 weeks of the date of travel. Taxis must be approved in advance and will also be reimbursed at 50%.

Examples
* A club charges £20 per full student member, with a minimum full student membership level of 10. This is the minimum membership amount required. They train / play off campus and so receive £100 per full student member up to 10 students. Once the team have 10 members they will receive a grant from the SU for £1000. For each member that joins after this point the full amount for that membership category will go directly to the club.
* A club charges £25 per full student member, with a minimum full student membership level of 14. This is £5 over the minimum required amount. They train / play off campus and so receive £100 per full student member up to 14 students. They would therefore receive £1400 grant from the SU, plus £70 (14 x £5). For each member (Full, training only or social) that joins after this point the full amount for that membership category will go directly to the club.

2. Recreational teams

1. The minimum membership number for a team to run is 10 current Goldsmiths students.

2. Recreational team members will be charged a minimum of £5 per student membership per annum.

3. Team committees may choose to charge more than the minimum required; however this must be approved in advance. Any membership money raised above the minimum required amount for full student memberships will be allocated directly to the club / team.

4. Non Goldsmith students can join a team for £10 per annum; classified as social members (alumni / staff / external students / friends / family of members / local businesses etc). Only current Goldsmiths students may take part in competitive fixtures and competitions. This membership will allow non Goldsmith students to train with the teams. There is no minimum or maximum membership number for this type of membership. Once the minimum full student membership level has been achieved all membership money will be allocated to the club.

a. Non Goldsmiths students will not be covered by the Students’ Unions insurance policy when training on non-Goldsmiths property. The Public Liability Insurance may be used for sessions on campus and at Loring Hall Sports Ground only.

5. Each club would be given up to £20 for photocopying. This is non transferrable. Any extra costs need to be paid for by the team. Each team will be allocated a printing number, however all printing will go through the Activities Manager.

6. The SU retains the membership money for the first 10 members to cover administrative fees. All extra money raised through memberships is allocated to the club / team. There is no cap on the number of memberships a club / team can sign up. The money must be spent on activities / services that will benefit the whole team, and not individual items or benefits.

7. If teams wish to become competitive and enter competitions this may take effect straight away provided all persons increase their membership fees to the competitive level. If teams wish to enter leagues, this will take effect from the following academic year. The extra £15 (+) membership money will be allocated to the club. The club will be not qualify for a competitive grant allowance from the SU until the following academic year, provided they submit a successful budget request.

Examples
a. A club charges £5 per full student member, with a minimum full student membership level of 10. This is the minimum membership amount required. They do not sign up any social members. They do not receive any funding for the activities undertaken throughout the year.
b. A club charges £5 per full student member, with a minimum full student membership level of 10. This is the minimum membership amount required. They sign up 50 members and so receive the membership money for 40 full student members - £200 (40 x £5).
c. A club charges £10 per full student member, with a minimum full student membership level of 10. This is £5 over the minimum amount required. They sign up 30 student members and so receive the membership money for 20 full student members - £100 (20 x £5) plus the difference in membership money for 30 students - £150 (30 x £5). This is a total of £250.
d. A club charges £5 per full student member, with a minimum full student membership level of 10. This is the minimum membership amount required. They sign up 50 student members and so receive the membership money for 40 full student members - £200 (40 x £5). They also sign up at 5 social members at £10 per member, and so receive an extra £50 (5 x £10). This is a total of £250.

3. New team

1. All new teams have to complete a constitution to detail the aims and objectives, the committee who will run the club, where and how many times a week training is required and any resources required from the SU. Details of any leagues or competitions the club wish to enter are also needed.

2. Upon completion of the Constitution, new teams will be treated the same as a recreational team and will have the same budget allocation procedures.

Captains Page - Competitive teams

Before each fixture the captain should ensure:

* You have a team selected for all fixtures – please ring your team at least 72hrs before a game and put up team-sheets on the notice boards

* Walkovers are to be avoided at all costs

* Your team knows where to meet, the mode of travel (if applicable), and all relevant details regarding the fixture

* For home fixtures, match official(s) have been organised, confirmed 72hrs in advance and furnished with full details of the fixture.

* For home fixtures, the match official(s) get paid in full

* You take the first aid kit along, and team members know where it’s located

* Visiting teams are welcomed and shown to changing facilities

* You have an emergency contact number for the opposition

* You have telephone numbers and reporting procedure for accidents/emergencies

* You have paid mind to H&S as advised by Goldsmiths Students’ Union

* All team members are familiar with the rules and the regulations of play, as defined by NGB, BUCS/ ULU and the match venue.

* All team members should also be fully aware of personal liability for the payment of fines incurred during play.

After each fixture the captain should ensure:

An email should be sent to the Activities Manager after each game detailing the score.

Problems with a fixture

In the first instance, if you have a problem with a fixture, you should contact the Activities Manager - ruth.gibson@goldsmithssu.org

Where the Rules and Regulations of a competition are not met, there is the potential for a walkover to be awarded. The most common reasons for this happening are as follows:

* Late confirmation of fixture details - time and venue
* Qualified Umpire(s) not provided - or not enough
* Late cancellation of fixture

If you do not fulfil your responsibilities, then your opposition will likely claim a walkover against you. This means that you will lose points, possibly incur a fine, get automatically relegated, or get kicked out of the competition all-together – so, AVOID THIS AT ALL COSTS!!

In BUCS you will lose 3 points for 1 walk over, half your points for the entire season for 2 walk overs, and all your points for the season plus a £50 fine for 3 walk overs. It is free to remove you from the league, and this option will be taken to avoid the league removal and a fine.

It cannot be stressed enough - walkovers will ruin your season … and potentially ruin the club for season’s to come. Reading weeks or exams are not a valid excuse – if you foresee a problem, try to rearrange the fixture by talking to the Activities Manager.

Equally, if your opposition does the same thing to you on an away fixture – check back with the Activities Manager for advice as soon as possible after the game.

Always keep a ‘Playing Under Protest’ form with you and complete it before a fixture if you have any doubts as to the suitability of the facilities, umpires etc. Without the completed form you have no recourse to appeal. A team cannot refuse to fill this in.

If you wish to appeal against a result, please inform the Activities Manager ASAP after the game, who will request, liaise and organise this with ULU/BUCS and the opposition as appropriate.

Full Details of the rules, regulations and procedures are available on the BUCS and ULU websites, and within the handbooks, as appropriate.

Remember, everyone wants to fulfil their fixtures! If you have a problem, tell the Activities Manager as early as you can and something can normally be done about it. Most of the Sports Officers, Administrators and Managers are well-known to each other and if problems are flagged-up in good time, solutions can usually be reached. If you only highlight a problem within 48 hours of any fixture, there is little room to negotiate for you!

ULU Appeals Procedure Information

Kit & Equipment:
An inventory of all your clubs equipment and kit will be kept in the Students’ Union and captains will be required to sign-out all items of kit. Captains will be held personally liable for the recovery of any missing items upon return.

This ensures that we can operate a rolling replacement and upgrade scheme and that teams don’t suffer year-to-year because kit or equipment goes missing and cannot be replaced.

Captains are able to take the kit and hang-on to it until the last fixture of the season to avoid the necessity of signing kit in and out on a weekly basis. If you do this, please keep us informed of any damage, losses or necessary repairs to your equipment, so these can be marked on the inventory.

Captains must ensure that any kit/equipment requirements, damages or losses – particularly those with safety implications - are reported ASAP to the Sports and Recreation Manager, so the equipment can be replaced, written-off or can be claimed for against insurance.

Your kit should also be cleaned/ washed regularly and kept in good condition. Clubs might use subs for this purpose or take it in turns between the squad members. Please ensure that you wash your kit properly. Your kit is valuable and it is not acceptable for it to be mistreated.

Funding for Sports Courses

The SU offers some free training to sports team members for first aid and minibus driving.

The first aid courses are offered at the start of each academic year. Only one student from each sport can attend this training. The Sports First Aid certificate lasts for three years.

The MiDAS certificate allows students over 21, and with a clean licence, held for at least 2 years, to drive the minibuses which we hire from Lewisham Community Transport Scheme. There is no limit to the number of students who can take this course. The MiDAS certificate is valid for 4 years.

To ensure spaces are not wasted by people booking and not attending, anybody booking on to a course offered through Sports at the Students’ Union must pay a £20 deposit before having any booking confirmed. Once the full course has been completed and a copy of the certificate has been taken, the deposit will be returned to the student. Failure to attend the course will result in the deposit being held by the Students’ Union. To which Sports budget this money goes to will be decided on an individual basis.

Courses Outside of the Students’ Union
The Sports budget allows for some students to apply for training in coaching or officiating in their chosen sport. In order to take up this training through the SU the student must be a full member of the relevant sports team. This is offered both as personal development and to help the teams. Ideally, each team would train a First year to Level 1 and a Second year to Level 2 each year. This would ensure each team had continual coaching and offer on-going player development within the teams.

The SU offers the following:
* SU pay full fee - (this is only offered in exceptional circumstances) On courses under £200, the SU will pay the entire fee in return of a minimum of 20 hours voluntary work from the student for their membership team.
* SU and student pay 50% each - (this is the most popular method to date). On courses under £200, the fee is split evenly between the SU and the student, in return for 10 hours voluntary work from the student for their membership team.
* Student pays full fee - (rare) Where a student pays for, or already holds, a coaching certificate, in agreement with the relevant sports team, the student will be paid in accordance with the Coaches Payment Guidelines:
£10 per hour for Level 1
£15 per hour for Level 2
£20 per hour for Level 3
Where a student pays for, or already holds, an officiating award, the relevant sports team will pay them directly in line with standard practices and fees for their chosen sport.

Courses Outside of the Students’ Union, in sports not offered by the SU
We recognise that there are limited sports offered by the SU and so welcome written applications from any student to be given funding to complete professional courses in their chosen sport. As all sports are different, each case will be assessed on it’s own merit, but will follow a similar standard to the one above.
